The likeness is uncanny, Nonnie. Is there a villainess in HP as scary as Regina Ip, though, I wonder?
I think Dolores Umbridge, given Ms. Ip's bureaucratic past and government present.
However, there is less of a physical resemblance (except, maybe, the smile).
